However, with some countries that aren't especially concerned with climate change that have ecological reserves, some countries that are dedicated to green policies that are in deep ecological deficits, questions of what kind of policies each country should employ due to biocapacity and profit margins, as well as historical exploitation of resources will lead to debates on who should implement what, and how much?
